About the Role
Our client is seeking a dynamic and experienced
Senior Governance Manager to support a high-profile public sector organisation in Edinburgh. This role will take a lead in shaping, maintaining, and embedding a governance framework that supports the successful delivery of change across the organisation.
This is an excellent opportunity for a proactive governance professional to influence organisational transformation, build effective relationships, and lead improvement across change delivery activities.
Key Responsibilities
LOAD Framework Leadership- Act as the lead adviser on the LOAD Delivery Framework, supporting the delivery of change across the organisation.
- Maintain the framework and associated guidance, ensuring alignment with the evolving operating environment and good practice.
- Provide guidance to Change Labs and business units to ensure the delivery of initiatives is governed, controlled, and aligned with the LOAD framework.
- Conduct internal assurance reviews to ensure compliance with the LOAD framework and Digital Service Standards Scotland (DSSS).
- Promote and build LOAD framework capability across the organisation, driving consistency and improved delivery.
Governance & Forums Management- Manage and facilitate governance forums, including minute-taking, action tracking, and reporting on submitted change initiatives.
- Support teams with education and tools to ensure effective application of the LOAD framework.
- Assist in the development and standardisation of corporate templates (e.g. business cases, benefits realisation, value delivery).
- Capture lessons learned from change delivery and support organisational learning.
Improvement & Stakeholder Engagement- Develop reporting tools and dashboards to support evidence-based decision-making and track progress from submission to closure.
- Build and maintain relationships with internal business units and external stakeholders
- Stay informed of best practice in governance and change management
Ideal Candidate Profile
You’ll bring a strong background in governance, change delivery, or programme assurance—ideally within the public sector or a similarly complex environment. You'll be confident leading governance frameworks, engaging stakeholders, and providing strategic advice that drives quality, consistency, and impact.
