Overview of Urban Design Officer:
Pertemps is offering an exciting opportunity within the London Borough of Harrow for a motivated and skilled Urban Design Officer to join our team. The role comes with a competitive pay rate of £20-30 per hour (Limited). This is a hybrid role, with work based at Harrow Council Hub and site visits within Harrow.

You will play a pivotal role in delivering high-quality urban design and planning services, helping to shape Harrow’s urban environment while supporting the borough’s ambitious regeneration plans.

Primary Responsibilities for an Urban Design Officer:

• Provide expert urban design advice on development proposals, including strategic planning and discharging design-related planning conditions.
• Conduct capacity studies for Local Plan site allocations, and contribute to town center master planning and design code development.
• Appraise and review significant planning proposals for compliance with local and London Plan policies.
• Coordinate and support the Harrow Design Review Panel, assisting with reviews alongside the Principal Urban Design Officer.
• Work collaboratively with stakeholders, including developers, architects, and community groups, to resolve design challenges and deliver high-quality outcomes.
• Support the Planning Policy team in developing and reviewing design policies, strategies, and supplementary guidance.
• Undertake site visits and prepare detailed reports while adhering to health and safety standards.

Requirements for the Successful Candidate:

• Bachelor’s degree in architecture, urban design, or a related field (Master’s preferred).
• Experience in urban design or architectural practice, ideally within a Local Authority setting.
• Strong understanding of RIBA design stages and planning processes.
• Proficiency in strategic design solutions and communication tools for visual and written presentations.
• Excellent organizational and time management skills, with the ability to manage competing priorities.
• A valid UK driving license and the ability to conduct site visits safely.

Desirable:

• Familiarity with the London Plan and experience in design code development or town center master planning.
• Experience working on regeneration projects or large-scale planning proposals.
