We seek a subject matter expert in governance and assurance within a delivery environment to play a vital role in safeguarding our performance and improving our key control environment. Your expertise will help build stakeholder confidence in our delivery and support the effective management of our key risks.
As part of the Capital Delivery Programme Management Office, you will be responsible for the improvement to, and operation of, our Assurance Strategy and associated plan to target the correct reviews at the right time. This is a key component of our 3-Lines of Defence approach. You’ll own the process for scoping and delivering assurance sprints across the Capital Delivery organisation and for ensuring the best insight is produced. This will require you to work closely with our risk experts and to build strong relationships across the management teams.
Your other principal role will be to manage Capital Delivery’s governance process. You will aim to assure the quality of Capital Delivery’s projects through funding approval. This will include managing the process and its many interfaces with key stakeholders across Thames Water. You will need to demonstrate an aptitude for continuous improvement to bring best value from our process whilst improving our key governance controls.

What you’ll be doing as a Capital Delivery Assurance & Governance Manager- Manage and enhance the Capital Delivery Assurance Strategy.
- Manage our Risk and Assurance Plan for the 3-lines of the defence model, supported by the Capital Delivery risk process.
- Manage and deliver the assurance sprint programme to the Risk and Assurance Plan.
- Support the Head of Risk, Governance and Assurance in overseeing the effectiveness of the corporate governance framework for Capital Delivery and its portfolio of works to meet its objectives.
- Manage the annual compilation and approval of Capital Delivery’s Self-Certification to Thames Water’s Executive and Board through Internal Audit and monitor and report on the delivery of any improvement actions.
- Build strong relationships with major discipline areas and other assurance providers in the PMO and Delivery Offices to facilitate a good understanding of the layers of assurance, their interfaces, and their effectiveness.
- Support the leadership team and process owners to optimise assurance provision.
- Identify and implement appropriate Performance Indicators to drive a proactive approach to assurance provision.
- Provide support and cover in the administration, management, and development of our Business Management System.
- Lead the team, with support from subject matter experts, to review the fitness of programmes and projects to proceed to governance (capital approvals).
- Lead the Capital Delivery input to continuously improve business cases for programmes and projects (including quality management and workflow).
Hybrid – Clearwater Court, you must be in the office once weekly as the business requires you to.
36 hours a week, Monday - Friday
What you should bring to the role- Strong background in governance and assurance
- Comprehensive experience of undertaking formal reviews, such as audits, and leading a programme of assurance
- Experience in continuous improvement methodologies and approaches
- Knowledge of corporate governance
- Knowledge of large construction projects
- Knowledge of enterprise risk management processes and principles
- Knowledge of programme and project management principles
- Strong stakeholder engagement skills
- Data analytics and reporting within a top-tier reporting function, preferably a PMO
- Proven knowledge of working cross-functionally through a series of diverse teams within a larger organisational structure
- Strong communication (verbal & written), influencing, persuading, relationship management and presentation skills

- This role will have a car allowance of £5800 per annum.
