Role Description

We are currently seeking a dedicated and experienced Governance & Procurement Officer to join our Parking department. This role is pivotal in supporting large-scale procurement projects to ensure we achieve value for money and maintain high standards of contract management.

Key Responsibilities:
- Procurement and Contract Management: Implement robust contract monitoring processes, review KPIs, and utilise Power BI for effective tracking.
- Best Practice Techniques: Apply best practices across all procurement stages, including strategy, tender evaluation, moderation, and award stages.
- Document Drafting and Review: Support colleagues with drafting business cases, procurement strategies, OJEU notices, and other essential documents.
- Training and Support: Train managers on tender evaluations, design training tools, and provide ongoing support.
- System Implementation: Design and implement systems for monitoring and accountability, ensuring all contract and financial information is accurately recorded.
- Social Value: Promote awareness and implementation of the Council’s Social Value policies, liaising with contractors to ensure integration and compliance.
- Mini-Competitions: Run mini-competitions on new frameworks and work closely with service teams to deliver practical procurement solutions.
- Relationship Building: Develop strong relationships with service managers to provide trusted procurement and commercial advice.

About You

Knowledge & Skills:
- In-depth knowledge of best practice in commissioning, procurement, and contract management methods, particularly in the public sector.
- MCIPS qualification (or commitment to achieving this status).
- Strong problem-solving abilities with a talent for finding simple solutions within complex systems.
- Critical thinking and creativity to challenge norms and apply innovative solutions.
- Excellent coordination and emotional intelligence to work effectively with diverse teams.
- Sound judgement and decision-making skills, with the ability to navigate ambiguity.
- Strong negotiation skills and a service-oriented mindset to deliver outstanding service.
- Cognitive flexibility to adapt to changing environments and lead others effectively.
