Service Manager – SEND Team, Travel and Transport Support and Access & Inclusion
Rate: £400+ per day
Hours: 36 hours per week
Working Pattern: 3 days in the office, 2 days from home

Pertemps are recruiting an experienced Service Manager to lead the SEND and Inclusion functions within Knowsley Council. This is an excellent opportunity for a senior professional with strong leadership experience across SEND, Education, Health or Social Care.
Role Overview The Service Manager will oversee employees, budgets, and physical resources across the Inclusion Service, ensuring high-quality delivery and continuous service improvement. You will lead on performance management, service development, identifying savings, and generating operational efficiencies.
A key part of the role is ensuring the Council fulfils its statutory duties under the SEND Code of Practice, as well as responsibilities relating to supported transport and wider Inclusion Services.

Key Responsibilities
  • Lead and manage staff, financial resources, and operational activity within the Inclusion Service
  • Oversee performance monitoring, service evaluation, and continuous improvement initiatives
  • Ensure full compliance with statutory SEND duties and related legislation
  • Drive efficiencies, identify savings, and improve service delivery models
  • Provide strategic leadership across the following areas:
    • SEND Team
    • Travel and Transport Service
    • Access and Inclusion
Experience Required
  • Substantial experience working within Inclusion (SEND), Education, Health, or Social Care
  • Strong leadership and service management skills
  • Proven experience improving service outcomes and managing resources effectively
  • Excellent understanding of SEND legislation and statutory responsibilities
